California's Public Records Act creates a presumption of access to records held by state and local agencies and sets timelines for agency response to requests.

Applies to all local legislative bodies; strict requirements for public notice and open meetings.

One of the most complex state procurement systems. Department of General Services is central purchasing authority. Strong small business and DVBE preferences. Active regulations on environmentally preferable purchasing and social equity.

Applies to businesses with $25M+ revenue, or processing data of 100,000+ California residents, or deriving 50%+ of revenue from selling personal information. Grants rights to know, delete, correct, and opt out of data sales or sharing. Enforced by the California Privacy Protection Agency.

Prohibits employment discrimination and harassment based on race, religion, color, national origin, ancestry, physical or mental disability, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, age, sexual orientation, reproductive health, or military and veteran status. Broader protections than federal Title VII. Applies to employers with 5 or more employees.

Requires employers with 75 or more employees to provide 60 days advance notice of mass layoffs, relocations, or plant closures. Stricter than the federal WARN Act with lower employee thresholds and broader coverage of qualifying events.
