Requires meetings of public bodies to be open to the public; the Open Meetings Compliance Board handles complaints and issues advisory opinions.

Board of Public Works (Governor, Comptroller, Treasurer) approves major contracts. Formal competitive sealed bidding above $50,000 for goods, $100,000 for services. Active MBE programs with specific participation goals. eMaryland Marketplace Advantage (eMMA) is official portal.

Maryland's comprehensive privacy law — one of the strictest in the US. Imposes data minimization requirements and bans the sale of sensitive personal data without affirmative consent. Effective October 2025.
